Absent Parent
-
Any individual who is absent from the home and is
legally responsible for providing financial
and/or medical support for a dependent child.

Accrual
-
The sum of child support payments that are due or
overdue.

Acknowledgment of Paternity
-
A voluntary statement signed by the natural
father and mother of a child, legally
establishing paternity.

Adjustment
-
A debit or credit to a specific non-custodial
parent's monetary obligation other than direct
charges or payments normally processed by the
system.

Administrative Process
-
The method by which child support orders are
established and enforced by an executive agency
rather than by courts and judges.

Affidavit
-
A written statement signed under oath or by
affirmation, which is usually notarized.

Aid to Families with Dependent Children (AFDC)
-
AFDC, the nation's welfare program from 1935 -
1996, was removed from Title IV-A of the Social
Security Act by the Personal Responsibility and
Work Opportunity Reconciliation Act of 1996
(PRWORA) and replaced by the Temporary Assistance
for Needy Families (TANF) block grant program.

Alaska Permanent Fund Dividend Match
-
Intercepts dividend payments owed to
non-custodial parents who owe past-due child
support.

Alleged Father
-
A person who has been named as the father of a
child born out of wedlock, but who has not been
legally determined to be the father; also
referred to as putative father.

Arrearages
-
Unpaid child support payments for past periods
owed by a parent who is court ordered to pay.

Assets Match Program
-
Identifies interest and dividend income paid to
non-custodial parents who owe past-due child
support.

Assignment of Support Rights
-
When a person gives up his/her child or medical
support rights to the state as a condition of
receiving Aid to Families with Dependent Children
(AFDC) or Medi-Cal benefits.
