National Directory of New Hires (NDNH)
-
A national database containing New Hire (NH) and
Quarterly Wage data from every State and Federal
agency and Unemployment Insurance (UI) data from
State Employment Security Agencies (SESAs). Data
contained is first reported to each State's State
Directory of New Hires (SDNH) and then
transmitted to the NDNH. The NDNH is maintained
by Office of Child Support Enforcement (OCSE) as
part of the expanded Federal Parent Locator
Service (FPLS).

New Hire Registry

Under the Personal Responsibility and Work
Opportunity Reconciliation Act of 1996 (PRWORA),
all States are mandated to establish New Hire
Reporting programs as a tool for locating child
support obligors. All employers are required to
report certain information about newly-hired
employees to the State Directory of New Hires.
The State Directory must perform database
matching against lists of non-paying parents and
provide State new hire data to the National
Directory of New Hires. The National Directory
also contains new hire data for all Federal
Agencies and quarterly wage data provided by
State Employment and Security Agencies.

Non-Custodial Parent

A person who is responsible for the support of
dependent children and who is not living with the
family. Same as Defendant, Absent Parent and
Respondent.

Non-TANF
-
Applies to an individual who does not receive
Temporary Assistance for Needy Families (TANF)
benefits but who receives child support services
from the IV-D agency.
