Participant
-
A party to a child support case such as a payer,
next friend, guardian ad litem, or third party.

Passport Denial System
-
Denies passport applications of non-custodial
parents who have ever been submitted into the tax
intercept program owing more than $5,000 in
past-due child support.

Paternity Establishment
-
The legal determination of fatherhood by court
order, administrative order, acknowledgment, or
other method provided for under State law.

Payee
-
The person to whom a duty of support is owed.

Pay Order
-
A monetary court order.

Payer
-
The person owing a duty of support.

Personal Responsibility and Work Opportunity
Reconciliation Act of 1996 (PRWORA)
-
Legislation that provides a number of
requirements for employers, public licensing
agencies, financial institutions, as well as
State and Federal child support agencies, to
assist in the location of non-custodial parents
and the establishment, enforcement, and
collection of child support. This legislation
created the New Hire Reporting program and the
State and Federal Case Registries. Otherwise
known as Welfare Reform.

Petition
-
A petition or complaint is the formal written
document filed in a court whereby the person
initiating the action (the custodial party) sets
forth the names of the parties, the allegations,
and the request for the relief sought.

Petitioner
-

Plaintiff
-
A person who brings an action; the party who
complains or sues in a civil case.

Pleadings
-
Statements or allegations, presented in logical
and legal form, which constitute a plaintiff's
cause of action or defendant's grounds of
defense.

Proceeding
-
The conduct of business before a judge or hearing
officer.

Public Assistance
-
Support, money or goods granted by the state to a
person or family based on income; commonly known
as welfare benefits.

Putative Father
-
The person alleged to be the father of the child
but who has not yet been medically or legally
declared to be the legal father.
